Single Source Procurement: Hunger Prevention and Nutrition Assistance Program (HPNAP)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The Division of Nutrition (DON) is requesting a single source waiver from competitive bidding requirements to amend and extend 46 Hunger Prevention and Nutrition Assistance Program (HPNAP) contracts for an additional 12 months to provide sufficient time to complete the next five year procurement. The original contract term of 7/1/2011 through 6/30/2016 followed a competitive procurement in 2010. Program anticipates the 2016 Request for Applications (RFA) to post in the Grants Gateway on or around July 1, 2016. Due to the vital services HPNAP contractors provide to the community, New York State cannot afford to let the current contracts lapse.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is a 12 month extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
