Single Source Procurement: School Based Health Center (SBHC) Preventive Dental Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

This 1 year extension (July 1, 2016-June 30, 2017) will allow existing preventive dental services grantees to continue providing dental services and linkages for high risk children in need of oral health services in New York State while the RFA is being processed.

Funded School Based Health Center Preventive Dental services programs increase the prevalence of dental sealants in second and third grade children. Thirty one preventive dental services contracts are in place to address oral health problems in school aged children via school-based health center dental programs.

Contractors were selected for funding to promote and implement evidence-based preventive services to control oral diseases in school-age children. As a result, the outcomes of the interventions have increased the number of high risk children in underserved areas receiving evidence-based interventions (more specifically dental sealants), and increased number of high risk children in underserved areas with a dental home.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is a twelve month extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
