Single Source Procurement: National LGBT Cancer Network Toolkit Enhancement

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The AIDS Institute is requesting amending contract C028649 with the National LGBT Cancer Network. This amendment provides additional funds to this organization to complete development and delivery of a toolkit aimed at healthcare providers and school educators who provide care and education to the LGBT, transgender and gender nonconforming communities.

This amendment to provide additional funding has become necessary to make revisions and updates necessitated by requirements from the State Department of Education, a partner agency on this project, and newly published transgender guidelines from the NYS Attorney General's Office. These guidelines were not included in the original scope of work and must be incorporated into the toolkit.

DOH recently completed a procurement for Health and Human Services for Lesbian. Gay, Bi-sexual and Transgender (LGBT) Individuals. National LGBT Cancer Network was the only contractor selected under Component B - for the LGBT Cultural Competency Coordination of this procurement. This contract provides additional similar services using the same intervention strategies.

DOH AIDS Institute has had contracts with this organization for several years. This provider has demonstrated a consistent provision of high-quality services and will maintain the same level of service. These services will be delivered using the same negotiated cost as the larger contract to which they are being added.
