Single Source Procurement: Consumer Assistance for NYS Health Benefit Exchange- Navigator Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Health Insurance Programs, has made a determination to issue funding to forty-six organizations in the amount of $6,142,332.26, to extend the Consumer Assistance for NYS Health Benefit Exchange: Navigator Program. The Navigator Program provides in-person, culturally competent, linguistically appropriate and disability accessible application and enrollment assistance for individuals and small businesses applying for health insurance through NY State of Health, New York’s Health Plan Marketplace.

The three month extension is necessary to avoid a disruption in services while new contracts are developed and executed with the grantees awarded contracts under the new Navigator procurement. Individuals enrolled in coverage through NY State of Health can apply for and renew their coverage year-round for Medicaid, Essential Plan and Child Health Plus programs. It’s essential that these services are available during the transition from current grantees to new grantees.

The new Consumer Assistance for NY State of Health: Navigator Program contracts will begin August 1, 2019.
