Single Source Procurement: Assignment from University of Rochester to Columbia University, Innovative, Developmental or Exploratory Activities (IDEA) in Stem Cell Research

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

This is a contract assignment to Columbia University, 615 W 131st St, 3rd Floor, New York, NY 10027 as the single source for completion of the work outlined in contract number C029555, currently held with the University of Rochester, 601 Elmwood Ave, PO Box 684, Rochester, NY 14642.

This contract had a start date of June 1, 2014 with funding based on the recommendation of the Empire State Stem Cell Board as a result of an application received in response to RFA #1206180230, "Investigator Initiated Research Projects (IIRP) and Innovative, Developmental or Exploratory Activities (IDEA) in Stem Cell Research".

This contract with the University of Rochester has been fully executed with partial work having been done. $186,310 of the total $330,000 is being requested to transfer to Columbia University.

It is the intent of Dr. Que to carry out the proposed research at his new institution, Columbia University.

The NYSTEM program's mission is to foster a strong stem cell research community in New York State and to accelerate the growth of scientific knowledge about stem cell biology and the development of therapies and diagnostic methods under the highest ethical, scientific, and medical standards for the purpose of alleviating disease and improving human health.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is an assignment of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source contract assignment will allow for the continuation of critical services.
