Sole Source Procurement: Institutional Cost Report

The Department of Health Office of Health Insurance Programs (OHIP) received approval for a sole source contract with KPMG LLP to modify existing software for the Institutional Cost Report. KPMG will provide software and updates for the Institutional Cost Report (ICR) and the 2552 Medicare cost report for the period of December 1, 2013 through November 30, 2018. CMS annually makes changes to the Medicare (2552-10) portion of the cost report. The complexity and volume of necessary modifications is dependent on regulatory changes made by CMS following legislation by the federal government. The software enables hospitals statewide to submit the cost reports by electronic submission in a uniform manner. Also provides for consistency of reporting of data between Medicare and Medicaid in common areas of which there are many. This data is required by Article 28 of the Public Health Law (PHL) to be collected and analyzed for use in the calculation of Medicaid fee-for-services rates for New York State hospitals, Upper Payment Limitation (UPL) calculations as required by CMS as well as other information used by other areas of DOH for health policy decisions. KPMG will also provide product support, training and troubleshooting to the Department of Health and the hospitals with any issues created by the software and will provide revisions to the ICR software as changes in federal and state requirements dictate. KPMG will also incorporate an enhancement to enable hospitals to better analyze and review their data prior to submitting their ICR.
