Targeted Transgender Health Care Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health, AIDS Institute, has made a determination to issue funding to four contractors currently providing Transgender Health Care Services in the amount of $333,332. The Transgender Health Care Services grant provides complex medical management and unique mental health and support services to transgender/gender non-conforming (TGNC) individuals living with or at risk for HIV, particularly in communities of color. Over 500 transgender-identified individuals were served in 2018 through the four currently funded providers. Services are targeted to identify HIV-positive individuals and link them to care and rapid treatment and to reduce the risk of HIV infection. Services will also target people who are HIV-negative, but at high risk of infection, through the provision of risk reduction counseling, behavioral interventions and medication adherence.

This five month extension (July 1, 2019 – November 30, 2019) is necessary to avoid a disruption in services while new contracts are developed and executed with the grantees awarded contracts under the new Transgender Health Care Services procurement.
