Single Source Procurement: Health Home Supportive Housing Program (HHSHP)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Health Home Supportive Housing Program (HHSHP) has made a determination to issue a Single Source Procurement to two eligible grantees to support ongoing currently funded projects.

With the issuance of Executive Order #5, Governor Andrew M. Cuomo established the Medicaid Redesign Team (MRT) in January 2011, bringing together a group of health care stakeholders, experts, and advocates from all across New York State. The goals of the MRT are to improve overall health system quality and efficiency, streamline and focus health care administrative and financial structures, and reduce Medicaid costs while emphasizing the delivery of well-managed, cost effective quality health services. The Affordable Housing Work Group was created by the MRT and charged with developing recommendations for changes to housing programs for high-need Medicaid beneficiaries, such as the homeless, precariously housed or those living in institutional settings, which would reduce the growth in Medicaid spending in New York while maintaining or improving health outcomes for Medicaid beneficiaries.

This single source procurement will extend the existing contracts with SI Behavioral Network, Inc. (C029965) and Project Hospitality, Inc. (C029968) so both organizations can continue their Medicaid housing services while a new competitive Request for Application (RFA) is developed. The future RFA will replace the contracts with SI Behavioral Network, Inc. and Project Hospitality, Inc. and award only one grantee the region of Staten Island and its existing Health Home participants.
