Single Source Procurement: Statewide Health Information Network for New York - NYC Citywide Immunization Registry

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible

The Fund for Public Health in New York, Inc. (FPHNY) is a not-for-profit organization dedicated to the advancement of the health and well-being of all NYC residents. It does this by building sustained private sector support to enhance public health initiatives and educating New Yorkers regarding the important role they can play in promoting their own health and the health of their families and communities. FPHNY works with the New York City Department of Health and Mental Hygiene (NYCDOHMH) to develop innovative, valuable and lasting public-private partnerships that increase the capacity and reach of the NYCDOHMH. FPHNY often serves as the lead applicant for grants, with the NYCDOHMH serving as programmatic lead, to secure support for programs that improve the health of New Yorkers. FPHNY currently manages $17 million in federal and private foundation grant funds, and since 2002 has raised and managed more than $300 million for programs developed in conjunction with NYCDOHMH. FPHNY serves as NYCDOHMH's fiscal agent and administers funds in support of the Statewide Health Information Network for New York (SHIN-NY).

Enhancements to the NYC Citywide Immunization Registry (CIR) will be needed to support the bi-directional exchange of immunization information with participants in the SHIN-NY. This will allow participants (physicians, hospitals, clinics) to be able to query and view immunization data from NYS and NYC registries, which can then be given to schools, camps and colleges that require immunization records. The SHIN-NY has a set of minimum services to the public that must be provided by each RHIO and one of these includes integrating with public health such as the NYS and NYC immunization registries, cancer registries, etc.

Members of the public will receive a direct benefit from this procurement, as this work supports the goal of the SHIN-NY, which is to support interoperability of health information statewide and increase the value of information available from the SHIN-NY. This will make the CIR an integral part of the SHIN-NY and makes information accessible to other entities, such as a hospitals and clinics participating in this network. NYSDOH is also supporting similar work with the NYS Immunization Registry to make them a more integral part of the SHIN-NY.

This procurement will include purchasing new servers, setting them up in appropriate environments and migrating all existing data to the new servers. Additionally, CIR's HL7 web service will be enhanced to accept additional fields in accordance with the Centers for Disease Control and Prevention's (CDC) implementation guide to be fully compliant with MU standards. These include vaccine refusal, disease immunity, VIS information, contraindications and others. Further, other enhancements for quality assurance work are also necessary to effectively interface with the SHIN-NY.
