Single Source Procurement: NYCDOHMH Citywide Immunization Registry

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

Governor Cuomo's Executive Budget, §15. Subdivision 6 of section 2807-t of the Public Health Law, as added by chapter 639 of the laws of 1996, was amended in 2014 to establish for the purpose of funding the Statewide Health Information Network of New York (SHIN-NY). Last year, the Office of the State Comptroller (OSC) approved the Department's Contract Reporter Exemption Request (CRER) of $830,000 of the available State and Centers for Medicare and Medicaid Services (CMS) funds to contract with the New York City Department of Health and Mental Hygiene (NYCDOHMH) with contract C030130 term of January 1, 2015 to September 30, 2015. However, CMS did not approve the resulting contract and this work was deferred due to limited language regarding the procurement in the Implementation Advance Planning Document (iAPD) submitted to CMS in March 2014 and determined that more specifics would be required in the iAPD submitted this year for the period beginning on October 1, 2015. The Department of Health submitted this new CRER request to change the project term of C030130 to October 1, 2015 to September 30, 2016 and add $435,147 in funding to perform additional work as identified in the approved iAPD.

The Fund for Public Health in New York, Inc. (FPHNY) is a start-up, not-for-profit organization dedicated to the advancement of the health and well-being of all NYC residents. It does this by building sustained private sector support to enhance public health initiatives and educating New Yorkers regarding the important role they can play in promoting their own health and the health of their families and communities. FPHNY works with the NYCDOHMH to develop innovative, valuable and lasting public-private partnerships that increase the capacity and reach of the NYCDOHMH. FPHNY often serves as the lead applicant for grants, with the NYCDOHMH serving as programmatic lead, to secure support for programs that improve the health of New Yorkers.
