Single Source Procurement: Hep-C Trainings through the Regional Training Centers

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, AIDS Institute has made a determination to issue one-time Hepatitis C elimination funding in the amount of $111,500 to four contractors dedicated to expanding the capacity of Hepatitis C service providers in their respective regions.

Funds will be used to prepare community-based providers serving populations heavily affected by and at greatest risk for Hepatitis C, including people seeking substance use services and people with a history of incarceration.

Specifically, funds will support trainings for the following providers:

  • Community Health Services providers partnering with the NYS Department of Corrections and Community Services.
  • Criminal Justice Initiative (CJI) linkage to care specialists within community-based providers.
  • Staff providing Hepatitis C counseling and testing within community-based providers.
  • Hepatitis C Patient Navigators within upstate Syringe Exchange Program (SEP) Drug User Health Hubs (Health Hubs) enrolled in the NYS HCV Rapid Testing Program.

Contractors were selected for their capacity to provide professional training interventions designed to help health and human services providers implement the strategies outlined in Governor Cuomo’s three-point plan to end the AIDS epidemic in New York State.
