Single Source Procurement: Special Supplemental Nutrition Program for WIC Vendor Management Agencies
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Special Supplemental Nutrition Program for WIC Vendor Management Agencies Program has made a determination to issue a Single Source Procurement to four eligible grantees to support ongoing currently funded projects.
The New York State Women, Infant, and Children (WIC) Program is actively engaged in a project to replace its existing statewide Management Information System (MIS) with a new system called “NYWIC”. Additionally, the Electronic Benefit Transfer (EBT) participant redemption process will be changed to a new system named, “eWIC”. The Vendor Management Agencies (VMAs) play an integral role in the development, testing and implementation of this project.
VMA’s are crucial to continued daily operations under the WIC umbrella. The WIC Program currently provides approximately $400 million per year in food benefits to approximately 425,000 participants per month, through 91 WIC local agencies via a network of 400 service sites and approximately 1800 local agency staff. The WIC program distributes more than two million food checks per month, which are redeemed at approximately 3,000 retail food vendors and pharmacies statewide. Each of the 3,000 vendors are under contract with one of the four designated WIC VMAs.
Extending these contracts is critical to provide uninterrupted oversight of WIC retail food stores and pharmacies who are responsible for the delivery of prescribed, nutrition foods to WIC participants.
