Single Source Procurement: Statewide Coordination of LGBT Health and Human Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The NYS Department of Health AIDS Institute is executing a five-month extension of one contract funded under the initiative "Statewide Coordination of LGBT Health and Human Services – Component C." An additional five months is needed to complete the re-solicitation of this initiative. The development of the new Request for Applications was delayed due to the scheduling of focus groups and the implementation of new AIDS Institute RFA procedures.

This five month extension will prevent a gap in achieving the purpose of this public health intervention, which is to maximize HIV prevention by increasing knowledge of and increasing uptake of PrEP/PEP in targeted communities.
