Single Source Procurement: PEP Hotline

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, AIDS Institute, has made a determination to issue funding to Mount Sinai Hospital, in the amount of $270,000, to award a non-competitive contract for the purpose of establishing a post exposure prophylaxis (PEP) hotline for New York State (NYS) outside of New York City (NYC). This on-call clinical service will provide initial triage/assessment for PEP, without in-person contact. The objective is to provide low threshold non-occupational access to immediate, initial emergency PEP medications for individuals presumed to be HIV negative, with a recent HIV risk exposure event. Eligible individuals will be prescribed a starter pack of PEP medication and an appointment will be made with a health care provider in order to complete the medical assessment and receive a full course of PEP medications.

Currently the only PEP hotline in NYS is located in New York City. This single source procurement with Mount Sinai Hospital will establish a PEP Hotline dedicated to serving the rest of New York State.
