Individuals with Intellectual and/or Developmental Disabilities (I/DD) 1115 Waiver Transition Plan

The New York State Department of Health (DOH), in collaboration with the New York State Office for People With Developmental Disabilities (OPWDD), is pleased to announce the submission of the I/DD 1115 Waiver Transition Plan to the Centers for Medicare and Medicaid Services. The Final Transition Plan reflects stakeholder comments received during the public comment period. This Final Transition Plan will be submitted to the Centers for Medicare and Medicaid Services for review and final approval.

The New York State Department of Health (DOH) and the New York State Office for People With Developmental Disabilities (OPWDD) will be seeking Applications from qualified parties interested in becoming a Specialized I/DD Plan – Provider Led (SIP-PL) to serve individuals with I/DD through managed care in accordance with the State’s transition plan. The transition plan is also available on this page.

As a first step in the Application process, the State is releasing for stakeholder review and comment a draft version of the New York State Medicaid Managed Care Organization I/DD System Transformation Requirements and Standards to Serve Individuals with Intellectual and/or Developmental Disabilities in Specialized I/DD Plans – Provider Led (SIPs-PL).

Comments on the draft requirements and standards document are due on or before October 3, 2018. Please submit comments electronically to peoplefirstwaiver@opwdd.ny.gov.

The New York State Department of Health (DOH), in collaboration with the New York State Office for People With Developmental Disabilities (OPWDD), has submitted to the Centers for Medicare and Medicaid (CMS) the New York State Medicaid Section 1115 Medicaid Redesign Team (MRT) Waiver for the I/DD OPWDD population. The I/DD 1115 Waiver and the Summary of the I/DD Waiver can be accessed immediately below.

The Amended 1115 Waiver, with federal approval, will initiate a transition of authority for the delivery of Home and Community-Based Services (HCBS) for individuals with intellectual and developmental disabilities (I/DD) from the OPWDD 1915 (c) HCBS waiver to the 1115 Waiver effective January 1, 2018 in accordance with the OPWDD Commissioner's Policy Paper. This system transformation will initiate the transition of the I/DD system to managed care. New York State ensures that individuals and families will have continuity of care and existing plans of care will remain in place as this transition takes place over the next several years.

Comments will be accepted until August 21, 2017. The deadline to submit comments has been extended to August 25, 2017. Comments can be emailed to HHIDD@health.ny.gov. Before then, OPWDD will be scheduling a stakeholder briefing to review the Draft Waiver Amendment in detail; more information regarding date and time will be available shortly.
