MAPP Health Home Tracking System (HHTS) End-User Access

There are several steps that are required in order for a staff person to access the MAPP HHTS. The first of these steps are:

  1. Obtain an HCS User Account (see your HCS Coordinator);
  2. Register for Multi–Factor Authentication (see your HCS Coordinator)

Remember, that each person in your organization who will access the MAPP HHTS must have their own HCS user account. HCS user accounts cannot be shared

Once these steps are completed, the user must work with their respective MAPP Gatekeeper to obtain access to the MAPP HHTS. Additional steps that must be completed for an end–user to gain MAPP HHTS access. These steps include:

  1. Be assigned an appropriate MAPP role.
  2. Complete required training.

Each organization is required to identify an HCS Director and HCS Coordinator in order for its organization to be set up in the HCS.

  • HCS Director: This is the person who can bind the organization with NYSDOH (preferably a CEO, CFO or COO). This person by default is also a Coordinator, Security Coordinator and User.
  • HCS Coordinator: This is the person who has the responsibility and authority to request and manage Commerce accounts and manage roles in the Communications Directory. This person by default is also a User. Each organization is encouraged to have two HCS Coordinators.
  • HCS Directors and HCS Coordinators are strongly encouraged to contact the Commerce Accounts Management Unit (CAMU) to request training. CAMU may be contacted by telephone at 518–473–1809 or via email at hcsoutreach@health.ny.gov.

In addition, these individuals are strongly encouraged to review the materials available in the HCS. To access these online resources, log on to the HCS, select "My Content" from the menu on the top right.

  • Select "Documents by Groups"
  • Select "+ View all Document Group"
  • Select "Coordinator"
  • Select "HCS Coordinator"

Note: If an HCS Director or HCS Coordinator leaves, it is the organization´s responsibility to identify a replacement and submit a new coordinator account request to CAMU.

Each person in your organization who will access MAPP HHTS must have their own HCS user account, and that account must be correctly associated with your organization. HCS user accounts cannot be shared.

The creation of the HCS User Accounts is coordinated by your organization´s HCS Coordinator. Staff who have a New York State Driver´s License or New York State Non–Driver´s Photo Identification will use the Paperless HCS User Account process. This process includes the following three basic steps.

  1. Staff member registers for an HCS User Account.
  2. HCS Coordinator completes an enrollment process for the staff members.
  3. Staff members signs in to the HCS to complete the registration process.

Your HCS Coordinator is required to use a paper–based process to generate HCS User Accounts for staff who reside outside of New York State or who do not have either a NYS Driver´s License or a New York State Non–Driver´s Photo Identification. HCS Coordinators should refer to documentation available in the HCS for details on this process.

Assigning MAPP Single Point of Contact and Gatekeeper Roles (PDF)

The MAPP Single Point of Contact will serve as the project manager and change leader who will support and guide all of your organization´s transition activities. The MAPP Single Point of Contact will:

  • serve as the project manager for your organization´s implementation of MAPP;
  • be the single point of communication with MAPP project team;
  • provide periodic updates to internal and external stakeholders on the organization´s vision for, and benefits of, using MAPP;
  • work collaboratively with your organization´s HCS Coordinator to ensure appropriate MAPP role assignments in the HCS for all staff who will use MAPP;
  • keep track of all aspects of the implementation and monitor your organization´s progress;
  • creatively address issues and concerns as they are identified by staff;
  • within your organization, build a culture of teamwork into all aspects of the transition;
  • monitor and support staff´s timely completion of MAPP training; and
  • ensure additional training is created and delivered to staff related to business practices that may have changed due to the implementation of MAPP.

Special Note

To facilitate communication, the NYSDOH has defined two specific MAPP Roles in the HCS. These roles are the MAPP Single Point of Contact and the MAPP Gatekeeper. To provide increased security for MAPP, the DOH has implemented a Multi–Factor Authentication security process. Essentially, multi–factor authentication requires a user to provide two pieces of information to access an application. One piece may be a password and a second piece may be some form of token.

The first time a user accesses the MAPP, the user will be required to complete the following steps:

  • use the HCS "Person Update Tool" to record additional identify information – Users will provide information including New York State Driver´s License or non–driver´s photo id, date of birth, gender, and zip code. Users who do not have a New York State Driver´s License or non–driver´s photo id will work with their respective HCS Coordinator to complete an alternative registration process.
  • enroll in the Multi–Factor Authorization. Users will select the medium for receiving an authentication code. This option will typically be a mobile telephone with texting capabilities or a call to a direct number.

Subsequently, each time the user logs into the MAPP, the user will be prompted to complete the authentication process. The user will receive an authentication code via text and enter the code. Once the code is confirmed, the user will have access to the MAPP.
