GIS 11 MA/010: New Anticipated Future Action Code for Releasees Who Contact the DFR with an Out-of-County Address Change

The purpose of this General Information System (GIS) message is to advise Upstate districts of a new Anticipated Future Action (AFA) code that must be used when a formerly incarcerated individual contacts the district with an out-of-county change of address.

Districts were advised in GIS 09 MA/10, "District of Fiscal Responsibility (DFR) Rules for Former Inmates Whose Medicaid is Reinstated," that when a formerly incarcerated recipient contacts the DFR with an out-of-county address change, the district must not transfer the case to the new district until the five-month reinstatement period has expired, the renewal process has been completed and a determination of ongoing eligibility made. Effective with the June 20, 2011 WMS/CNS migration, when a formerly incarcerated recipient contacts the DFR with an out-of-county address change, the DFR must also enter Anticipated Future Action Code 530, "Releasee/District of Fiscal Responsibility Not District of Residence," on Screen 4 of WMS.

In the event that a formerly incarcerated recipient contacts the new district with the address change, the new district must contact the individual's district of fiscal responsibility to provide this information.

The new AFA Code 530 will alert the DFR and/or Enrollment Center staff at renewal that the formerly incarcerated individual moved out-of-county during the five-month reinstatement period, and will need his/her case transferred to the new DFR via the Luberto process after eligibility for ongoing Medicaid coverage has been determined.

The use of AFA Code 530 will only be valid on a Case Type 20 (Medicaid) with a Transaction Type 02 (opening), 05 (change), 06 (recertification) or 10 (reopening). When AFA Code 530 is entered into WMS, an AFA date equal to the current authorization "to" date will be system generated. Cases with AFA Code 530 will be reported to the districts through the BICS queue on WINR4137. AFA Code 530 will be automatically removed from WMS when the next 06 (renewal), 07 (closing) or 08 (closing at renewal) transaction occurs.
