Re: Updated CFTSS Provider Manual

As a result of recent feedback from providers of CFTSS regarding the need for more flexibility in collateral contacts to ensure quality of care for children and their families, New York State (NYS) is reissuing a revised version of the Provider Manual to reflect updated information on allowable modalities for service provision. For ease of review, we have outlined the major edits below.

Additions Made to the CFTSS Manual:
Service Modality (In Manual) (Updated Additions)
Other Licensed Practitioner
  • Collateral
    • OLP service delivery may also include collateral contact with or without the child present, as long as the contact is identified on and directly related to the child/youth´s goals, in the treatment plan.
Crisis Intervention
  • Collateral contacts allowable in the Manual (if face to face intervention was provided to the child/family)
Community Psychiatric Supports and Treatment
  • Collateral contacts allowable in the Manual
Psychosocial Rehabilitation
  • Family
    • PSR service delivery may also include family contact with or without the child present, as long as the contact is identified on and directly related to the child/youth´s goals, in the treatment plan.
    • Collateral
      • Collateral contact with or without the child and/or family present, as long as the contact is identified on and directly related to the child/youth´s goals and treatment plan. E.g. Collateral contacts may include sharing techniques and information with a collateral(s) so they can better respond to the needs of the child.
Family Peer Support Services
  • Collateral
    • Collateral contact with or without child/family present, as long as the contact is identified on and directly related to the child/youth´s goals, in the treatment plan.
Youth Peer Support
  • Collaterals are not allowable in the Manual and not included under the State Plan
