PPS Quarterly Report Appeals Disclaimer

DSRIP Year 2 – Quarter 2

Below are the results for appeals filed by Performing Providing Systems (PPS) relative to milestones failed during the applicable quarterly reports filed by the PPS and adjudicated by the DSRIP Independent Assessor (IA). The content of the PPS filed quarterly reports represent the efforts of the PPS through September 30, 2016. After the quarterly reports are adjudicated by the DSRIP IA, PPS are allowed 5 business days to file an appeal with the DSRIP IA.

The PPS must include a description of the issue they wish to have reviewed and why they believe the DSRIP IA should have passed the milestone. Some milestones are considered Achievement Value (AV) driving milestones that affect payments to PPS, while others milestones are considered Non–AV Driving Milestones that do not affect the payments PPS receive. PPS can appeal either AV Driving Milestone or Non–AV Driving Milestones.

The PPS cannot provide the DSRIP IA with additional documentation which was not submitted as part of the initial Quarterly Report or as part of the 15–day remediation process. If a PPS decides to submit an appeal it must be in the form of a letter signed by PPS leadership that describes the position asserted by the PPS.

Once received, the DSRIP IA has 5 business days to review and make a determination. The appeal process will result in a delay of the payments to be made to the PPS from DSRIP Funds for that quarter (if it is a payment driving quarter).
