Tobacco use
  1. Increase the number of healthcare organizations and providers that effectively implement the Public Health Service Clinical Practice Guideline for Treating Tobacco Use and Dependence.
  2. Advance tobacco-free policies and provision of tobacco dependence treatment in all healthcare settings, including hospitals and physician practices, substance abuse treatment facilities, mental health treatment and support settings, adult care facilities and HIV care settings.
  3. Support employer provision and promotion of tobacco dependence treatment for employees and adoption of tobacco-free campuses.
  4. Increase the number of public and private health insurance plans that provide comprehensive, lifetime coverage of tobacco dependence treatment.
  5. Expand and sustain efforts to promote the New York State Smokers’ Quitline website.

Access to Care
  1. Coordinate and centralize OB care services for uninsured and underserved high-risk women.
  2. Streamline OB/GYN services in one community-based care center.
  3. Alleviate current obstetrician shortage at Faxton-St. Luke’s Healthcare by sharing physician services.
  4. Increase efficacy of treatment by using Family Practice residents to assist in providing treatment.
  5. Remove perceived barriers to accessing prenatal care services.
  6. Research future program growth to include projects such as “Right Start.” This project is an intense case management model which incorporates best practices to decrease low birth weight infants, and decrease risk factors associated with the population served, all within an economical model.

  1. Recruit a pediatric psychiatrist to the area or develop a contract with a pediatric psychiatrist via telemedicine, so children and adolescents will receive timely, effective treatment.
  2. Install computer programs and gain access for community partners to share information and input data on patients. Oneida County Department of Mental Health is researching grant funding for an electronic medical record for this purpose.
  3. Research NYS guidelines to learn if medications may be adjusted for patients with developmental disabilities or mental health problems.
