Stakeholder Input for Implementing Medicaid-Funded Incentive Program

The Federal Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS) require that in order to receive American Recovery and Reinvestment Act (ARRA) funds to pay incentives to eligible medical professionals and acute care hospitals for adopting and meaningfully using electronic health records, New York prepare an Health Information Technology Planning -- Advanced Planning Document (HIT P-APD).

The approved HIT P-APD describes a series of planning tasks that are necessary in order to draft and submit the next federally-required document, the New York State Medicaid HIT Plan (NY SMHP).

One of these key tasks is conducting stakeholder outreach, meeting formally with various associations, groups and coalitions in order to exchange information with them and to collect from them their thoughts and ideas, suggestions and critiques on how the State should foster this incentive program and, ultimately, the best utilization of technology to exchange of healthcare information.

Summaries from these meetings are listed below for the record, as well as formal presentations or comments that the stakeholders submitted:
