Stage I - Immunization Reporting Menu Measure

Eligible Professionals and Eligible Hospitals in New York State Outside of New York City

The New York State Immunization Information System (NYSIIS) accepts electronic data from Eligible Providers and Eligible Hospitals located in New York State (outside of NYC.)

Objective

Capability to submit electronic data to immunization registries or immunization information systems and actual submission according to applicable law and practice.

Measure

Performed at least one test of certified EHR technology's capacity to submit electronic data to immunization registries and follow up submission if the test is successful.

Exclusions

An EP/EH who administers no immunizations during the EHR reporting period or where there is no immunization registry that has the capacity to receive the information electronically. NOTE – Since the New York State Department of Health DOES have the capacity to accept immunization information electronically, the latter exclusion does not apply to NYS providers.

Stage I Testing Process

Data Specifications

Eligible Professionals and Eligible Hospitals in NYS (outside of NYC) must use the NYSIIS HL7 specifications for HL7 messaging when submitting data to NYSIIS. Please send an email to MUPublicHealthHELP@health.state.ny.us to request a copy of the specifications.

If you currently submit immunization information in HL7 to NYSIIS:

Continue submitting as usual using the NYSIIS approved file format (HL7 2.3.1 or HL7 2.5.1) within the reporting period. Retain a screen capture of the job summary information page along with the HL7 response file (ACK) from a submission to NYSIIS to document submission.

If you do not currently submit immunization information in HL7 to NYSIIS:

Submit a test message using the Message Conformance Application on the Health Commerce System.

The application validates the test message against NYSIIS's HL7 specifications and returns a report that includes submission and pass/fail information. The validation report generated by the application should be retained for attestation purposes.

You will need an HCS account to access the application.

Once you have logged in to HCS, navigate to the Applications Menu, and then to: Message Conformance Application – NYSIIS.

Becoming an ongoing data submitter:

Additional data quality assessments beyond the Message Conformance Application validation are required before an entity or provider can actively submit immunization information directly to NYSIIS.

For ongoing submission, Eligible Professionals can submit immunization data to NYSIIS using the batch HL7 upload function on the NYSIIS application or via a New York State Regional Health Information Organization (RHIO).

Eligible Hospitals can submit immunization data to NYSIIS using the batch HL7 upload function on the NYSIIS application or via UPHN Lite.
