Objective

Capability to submit electronic data to immunization registries or immunization information systems except where prohibited, and in accordance with applicable law and practice.

Measure

Successful ongoing submission of electronic immunization data from CEHRT to an immunization registry or immunization information system for the entire EHR reporting period.

Exclusions

An EP/EH may be excluded from this objective:
If the EP/EH does not administer any of the immunizations to any of the populations for which data is collected by their jurisdiction's immunization registry or immunization information system during the EHR reporting period

Meeting the Stage 2 Immunization Reporting Measure in New York State

Registration of Intent

Eligible Professionals and Eligible Hospitals planning to meet the Stage 2 public health measures in New York must register their intent to submit data to the NYS Department of Health and/or the NYC Department of Health and Mental Hygiene.

Data Specifications

Eligible Professionals and Eligible Hospitals in NYS (outside of NYC) must use the NYSIIS HL7 specifications for HL7 messaging when submitting data to NYSIIS. Please send an email to MUPublicHealthHELP@health.state.ny.us to request a copy of the specifications.

If you currently submit immunization information in HL7 to NYSIIS:

Continue submitting as usual using the NYSIIS approved file format within the reporting period. As acknowledgement of ongoing submission, please retain a screen shot of the job summary information page along with the HL7 response file from a submission to the NYSIIS application made during the reporting period.

Eligible Professionals and Eligible Hospitals that met the immunization reporting requirement in Stage 1 using HL7 v2.3.1 and became ongoing submitters can continue to submit data in HL7 v.2.3.1 and still satisfy the reporting requirement for Stage 2.

If you do not currently submit immunization information in HL7 to NYSIIS:

If you will be reporting to NYSIIS for the first time, you must engage in an onboarding process with NYSIIS. After you have registered your intent to submit immunization data to NYSDOH, please follow these steps:

  1. Submit a test message using the Message Conformance Application – NYSIIS on the Health Commerce System.
  2. Continue submitting test messages until you have passed the validations. A failed message report must be followed by a new test message within 30 days.
  3. Once you have passed the validations, you will be placed in a queue to engage in further testing directly with NYSIIS. You will be contacted by NYSIIS when they are ready to test with you.

Registration Instructions

Data Transport

Eligible Professionals can submit MU Stage 2 immunization data to NYSIIS using the batch HL7 upload function on the NYSIIS application or via a New York State Regional Health Information Organization (RHIO).

Eligible Hospitals can submit immunization data to NYSIIS using the batch HL7 upload function on the NYSIIS application or via UPHN Lite.
