April 10, 2014 Special Health Planning Committee Meeting, Special Establishment and Project Review Committee Meeting and Full Public Health and Health Planning Council Meeting Special Health Planning Committee Meeting; Special Establishment and Project Review Committee Meeting; and Full PHHPC Meeting. The PHHPC has a broad array of advisory and decision-making responsibilities with respect to New York State's public health and health care delivery system. It is charged with adopting and amending the Sanitary Code and health care facility, home care agency, and hospice operating regulations. The PHHPC also makes decisions concerning the establishment and transfer of ownership of health care facilities, home care agencies and hospice programs. It makes recommendations to the Commissioner of Health concerning major construction projects, service changes, and equipment acquisitions in health care facilities and home care agencies. It also advises the Commissioner on issues related to the preservation and improvement of public health. The Council's powers and duties are set forth in section 225 of the Public Health Law. The Full PHHPC meeting will convene immediately following the Special Establishment and Project Review Committee meeting.

April 04, 2014 Minority Health Council Meeting Pursuant to enacting legislation, this Council whose members are appointed by the governor with advice and consent of the senate, is charged with advising the commissioner on matters relating to the preservation and improvement of minority health. The Council is required to meet a minimum of two times per year. None

March 18, 2014 Early Intervention Coordinating Council The Early Intervention Coordinating Council is established in Public Health Law to advise and assist the New York State Department of Health as lead state agency for the Early Intervention Program which provides services to infants and toddlers with disabilities and their families. March 14, 2014 North Country Health Systems Redesign Commission Meeting North Country Health Systems Redesign Commission Meeting The North Country Health Systems Redesign Commission is charged with assessing the total scope of care in the North Country: community and preventive care, secondary and tertiary care and long term care, assessing the regional population's health care needs and the system's ability to meet them, recommending ways in which to ensure that essential providers survive or that appropriate capacity is developed to replace failing providers; a restructuring and re-capitalization agenda, identifying opportunities for merger, affiliation and/or partnership among providers that will maintain or improve access and quality, financial viability and promote integrated care, making specific recommendations that providers and communities can implement to improve access, coordination, outcomes and quality of care, and population health, and developing recommendations for the distribution of re-investment grants. The March 14, 2014 meeting was canceled.

March 6, 2014 Drug Utilization Review Board Meeting The Drug Utilization Review Board consists of experienced physicians, nurse practitioners, pharmacists, and consumer representatives appointed by the Commissioner of Health to serve in an advisory capacity. The group provides clinical guidance to the Commissioner regarding pharmacy issues for the Medicaid Program. They bring specialized expertise in areas such as mental health, geriatrics, internal medicine, HIV/AIDS and children's health and help to ensure that prescriptions for outpatient drugs are appropriate, medically necessary and not likely to result in adverse medical consequences. Power Point presentations were video-casted. The rest of the meeting was audio-cast only.
