In January 2021, Ontario County (OC) Government decided to offer mass rapid testing for COVID-19 to county residents. Recognizing that OC Public Health staff were fully committed to COVID-19 case investigation and planning for vaccine operations, then Deputy County Administrator, Brian Young, planned and implemented a drive-thru testing operation that was well executed and greatly received by county residents. When it came time for OCPH to begin vaccine operations, Mr. Young's drive-thru testing plan was easily adapted to a drive-thru Point of Dispensing (POD) operation. Brian showed initiative by learning to use the NYSDOH Countermeasure Data Management System (CDMS) and took it upon himself to train county employees and volunteers how to use the CDMS reporting tool to record vaccine doses administered during POD operations. Mr. Young also assumed the role of POD Operations Manager and ensured that all non-nursing roles were filled. During operations he focused on staff wellness, ensuring that all POD staff received personal and meal breaks, sometimes stepping in to fill a role while staff were on break. The assistance Brian Young has provided OCPH contributed to Ontario County COVID-19 vaccine operations requiring less wait time than any other Vaccine Operation in the Finger Lakes Region.
