Stage I - Syndromic Surveillance Reporting Menu Measure

The Electronic Clinical Laboratory Reporting System (ECLRS) at the New York State Department of Health accepts electronic syndromic surveillance data from Eligible Hospitals located in New York State outside of New York City.

Note: At this time, NYSDOH is not accepting Syndromic Surveillance data from Eligible Professionals.


Capability to submit electronic syndromic surveillance data to public health agencies and actual submission according to applicable law and practice.


Performed at least one test of certified EHR technology's capacity to provide electronic syndromic surveillance data to public health agencies and follow-up submission if the test is successful.


New York State DOES have the capability to receive syndromic surveillance data electronically from Eligible Hospitals, so only EHs or CAHs that don't have an emergency or urgent care department are excluded.

Stage 1 Testing Process

Testing Process

Contact ECLRS at NYSDOH via email or by phone at 1-866-325-7743 to set up a time to test.

You will be asked for the following:

  • Hospital Name
  • Hospital Address
  • Organizational NPI (NPI of the testing business unit)
  • Name, Email and Phone Number of primary testing contact
  • EHR Software Package and Version
  • Test message

After submission of a test message, NYSDOH will validate that the test message meets all of the specifications and passed, based on the existing criteria. NYSDOH will create a report including the information submitted above, date and time of submission, and pass/fail information.

Data Transport

In order to send electronic reportable laboratory results to NYSDOH for the purposes of Meaningful Use Stage 1, Eligible Hospitals and Critical Access Hospitals can use UPHN Lite.
