Single Source Procurement: Pharmacy Benefit Management Amendment 10

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health (Department), Office of Health Insurance Programs (OHIP), Division of Program Development and Management requests to amend Contract C020436 with Magellan Medicaid Administration LLC (MMA) by increasing the contract value by an additional $342,421.00. This will not impact the contract term.

This amendment will allow MMA to continue to provide Pharmacy Benefit Management services for the Department. Specifically, this amendment will allow MMA to develop and deliver training, develop and distribute communications, perform outreach activities and operate a call center for Education and Outreach services. Adding an education and outreach unit to the existing contract with MMA will align areas for education and outreach under a single structure to accelerate responsive communications and will ensure that up to date information is delivered to stakeholders.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
