Single Source Procurement: Children and Adolescent Needs and Strengths Assessment (CANS-NY) Training and Maintenance Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Office of Health Insurance Programs has made a determination to issue a Single Source Procurement to one vendor to support ongoing currently funded projects.

The New York State Department of Health (DOH), Office of Health Insurance Programs (OHIP) is seeking to contract with the University of Kentucky Research Foundation (UK) on a single source basis. The resulting contract will provide training and certification in the use of the Child and Adolescent Needs and Strengths Assessment (CANS-NY), as well as provide maintenance of the tool.

Dr. John Lyons holds the copyright and is the founder/creator of the CANS-NY tool. As no other vendor aside from the UK has access to this tool through Dr. John Lyons, a competitive procurement would not be feasible.
