Single Source Procurement: Early Intervention Mediation Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Bureau of Early Intervention has made a determination to issue a Single Source Procurement to one vendor to support ongoing currently funded projects.

The New York State Office of the State Comptroller’s Bureau of Contracts on 8/4/2023 approved a request for exemption from giving notice in the New York State Contract Reporter for the early intervention mediation services provided by the Community Dispute Resolution Centers (CDRCs) in all 62 counties in New York State for a period of five (5) years. Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
