Single Source Procurement: Rapid Transition Housing Program Amendment

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Office of the State Comptroller’s Bureau of Contracts approved a request for exemption from giving notice in the New York State Contract Reporter for the Rapid Transition Housing Program Amendment of Contract C34127GG held by New York Association on Independent Living.

Under the Office of Health Insurance Program’s (OHIP) Medicaid Redesign Team’s Rapid Transition Housing Program, the vendor New York Association on Independent Living will provide supportive housing services and rental subsidies for vulnerable Medicaid members. The program aims to help Medicaid members transition into supportive housing and provide rental subsidies, tenancy services and other services necessary to encourage successful community living. The amendment has extended the contract term and added funding to contract C34127GG which enables New York Association on Independent to continue to provide services under this program, including securing accessible, affordable, and sustainable housing and supportive services in the least restrictive, most appropriate available setting.
