Single Source Procurement: The Commodity Supplemental Food Program

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The Commodity Supplemental Food Program (CSFP) provides supplemental food and nutrition education to approximately 35,945 low-income seniors 60 years of age or older. The Division of Nutrition (DON) requested to amend the scope of work and available funding for two CSFP contracts. The United States Department of Agriculture (USDA) provides NYS CSFP with federal funding to reach a specific annual caseload that is assigned on an annual basis. To protect the NYS CSFP from federal cuts in Federal Fiscal Year (FFY) 2024, a portion of the caseload from the Food Bank of New York City contract was reallocated to New York Common Pantry.
