Single Source Procurement: Statewide Health Care Facility Transformation Program
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Office of Primary Care and Health Systems Management has made a determination to issue a Single Source Procurement to one eligible grantee to support ongoing currently funded projects.
This grant award made under the Statewide Health Care Facility Transformation Program goes to support retiring debt and supporting other costs. The Town of Massena no longer wanted to operate a hospital, so it went out on its own as a not for profit facility. The town wants to transfer the contract to Massena Hospital for the remainder of the contract.
