Single Source Procurement: Cancer Services Program - Contract Assignment

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Cancer Services Program has made a determination to issue a Single Source Procurement to one eligible grantee to support ongoing currently funded projects.

The New York State Department of Health and Bureau of Cancer Prevention and Control are requesting approval of a Contract Assignment between contractor Cayuga County Health Department (Assignor) and Cortland County (Assignee). Cayuga County holds Cancer Services Program contract # C33763GG covering Region 21 – Central II consisting of Cayuga, Cortland and Tompkins counties.

On August 26, 2020, the Assignor requested termination of their contract effective 9/30/2020. The assignment of the funding previously allocated to Cayuga County Health Department to the Cortland County Health Department will ensure there is no lapse in potentially life-saving cancer screening and diagnostics in the vulnerable uninsured and underinsured three-county service region of Cayuga, Cortland and Tompkins. It is especially necessary to ensure that clients who received abnormal screening results are able to receive timely follow-up diagnostic services and referrals to treatment if needed.
