Single Source Procurement: Family Planning Program Telehealth Center for Community Alternatives (FPTCCA)

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Office of the State Comptroller’s Bureau of Contracts on 11/6/2023 approved a request for exemption from giving notice in the New York State Contract Reporter for the enhance and expand the telehealth infrastructure from The New York State Family Planning Program.

The existing Family Planning Program Telehealth Center for Community Alternatives (FPTCCA) contract is being amended and extended for the continued implementation of training and technical assistance for the telehealth-specific needs of FPTCCA subrecipient agencies. The New York State (NYS) Department of Health (DOH) has been approved by the United States Department of Health & Human Services Office of Population Affairs (OPA) for a twelve-month extension, 6/1/2023- 05/31/2024, to complete these activities.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
