Single Source Procurement: Transgender Clinical Scholars Training Pilot Program
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The Transgender Clinical Scholars Training Pilot program will address a crucial shortage of medical personnel trained in providing Transgender and gender affirming care in New York State. This program proposes to recruit and train health professionals to deliver Transgender primary care and related gender affirming services to the underserved members of the community and provide recognition of the importance and professional legitimacy of this field of care.
Due to the specific circumstances of this procurement and the unique qualifications of the selected entities, a competitive procurement was not feasible in this instance.
