Single Source Procurement: Consumer Assistance for the Aged, Blind, & Disabled

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Consumer Assistance for the Aged, Blind, & Disabled Program has made a determination to issue a Single Source Procurement to four eligible grantees to support ongoing currently funded projects.

The grantees provide education, outreach, and enrollment assistance into government-sponsored health insurance programs to the aged, certified blind and certified disabled (ABD) populations The ABD program provides community-based enrollment assistance to ABD individuals who are seeking Medicaid Coverage. The ABD populations are often in need of long-term care and other specialized services. These applications are often complex and require a great deal of knowledge and expertise to complete. The extension was requested to prevent a gap in services which the procurement is being conducted.
