Single Source Procurement: Nurse-Family Partnership (NFP)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Office of the State Comptroller’s Bureau of Contracts on 11/13/2023 approved a request for exemption from giving notice in the New York State Contract Reporter to add value for the (8) programs who receive federal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) funding. The New York State Department of Health Division of Family Health, Bureau of Perinatal, Reproductive and Sexual Health Program made a determination to issue a Single Source Procurement to eight (8) vendors to support the following project.

The Nurse-Family Partnership (NFP) program serves primarily pregnant and newly parenting people in low-income households. NFP is a voluntary, evidence-based home visiting program. Clients enroll in the program by their 28th week of pregnancy and can continue in the program until their child turns two years old. NFP participation improves birth outcomes, supports child growth and development, and increases family self-sufficiency.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance.
