Single Source Procurement: PrEP Services Contract Extensions
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Office of the State Comptroller’s Bureau of Contracts on 11/10/2023 approved a request for exemption.
The Pre-Exposure Prophylaxis (PrEP) Services contracts support increased access to PrEP through strategic interventions designed to prioritize and engage those disproportionally impacted by HIV, including Persons of Color (POC), Men who have Sex with Men (MSM), transgender individuals, persons who use drugs and cis-gender women.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance.
