Single Source Procurement: SEP Expansion of Drug User Health Services
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health has made a determination to issue a Single Source Procurement to twenty-five eligible grantees to support additional funded projects.
The 25 community-based organizations designated as Syringe Exchange Programs (SEPs) in New York State will provide additional drug user health services. The new contracts will expand SEP/Drug User Health Hub (DUHH) coverage areas and services provided, including expansion to add mental health, medications for opioid use disorder and reproductive healthcare education/counseling to the array of services being provided.
