Single Source Procurement: Services and Advocacy for LGBT Elders

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The NYSDOH AIDS Institute is requesting a CRER to amend Contract #C028638 to support the Services and Advocacy for Gay, Lesbian, Bisexual and Transgender Elders, Inc.'s (SAGE) efforts to expand its existing HIV and Aging initiatives to include enhanced health services, including PrEP navigation. This will lead to increased health and wellness opportunities for LGBT older adults and contribute to the success of New York State's End the Epidemic campaign.

This contractor was selected as an awardee of the services component of the New York State LGBT Health and Human Services Network RFA released in September 2012. This amendment is to add additional deliverables to this contract. The Center is the only awardee that specifically works on health services aimed at this target population of older LGBT HIV-negative and HIV-positive clients. Increasing health services opportunities, including PrEP navigation, is central to the Governor's Blueprint for Ending the AIDS Epidemic and for addressing LGBT health disparities.
