Single Source Procurement: Clinical Education Initiative (CEI) - Continuing Education Credits

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State (NYS) Department of Health AIDS Institute (AI) is expanding the role of the University of Rochester Resource Center of Excellence (The Resource Center) to provide professional continuing education (CE) credits to physicians, nurse practitioners, physician assistants, nurses, pharmacists and other clinical staff.

These services have been provided by St. Luke's Roosevelt Hospital (St. Luke's) under Contract C029597. However, St. Luke's has requested to terminate responsibilities associated with the management of CE activities, including nursing (CNE), pharmacy (CPE), and medical (CME) credits.

The CEI program is designed to enhance the capacity of New York's diverse healthcare workforce to deliver clinical services aimed at improving health outcomes related to HIV, sexually transmitted diseases (STDs) and hepatitis C (HCV). CEI currently funds The Resource Center of Excellence to provide an online training environment and expert guidance on technologies to build the distance learning capacity of the Training Centers. The Resource Center is responsible for maintaining the www.ceitraining.org website and developing an online registration system and provider database. In addition, The Resource Center works with the other CEI Training Centers to respond to training requests and market training events. The Center is also responsible for developing and implementing a comprehensive evaluation plan to monitor process measures and evaluate the impact of the initiative on clinical care.

With its expanded role, The Resource Center will be responsible for the provision of professional development credits to all CEI's clinical audiences attending trainings. The Center will be responsible for the following:

  • Obtaining accreditation from the Accreditation Council for Continuing Medical Education, Pharmacy and the American Nurses Credentialing Center Commission.
  • Ensuring marketing and hosting of the courses utilizing the correct CE language.
  • Collecting data, online and in person, on applicants through the registration process and the satisfaction form that is completed at the end of training. It will also ensure that The Resource Center submits aggregate data on all attendees in quarterly reports and issues certificates of credits.
  • Managing the development and collection of the evaluation form for the CE credit application.
