Single Source Procurement: Prescribing PrEP in STD Treatment Settings

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Prescribing PrEP in STD Treatment Settings Program has made a determination to issue a Single Source Procurement to six eligible grantees to support ongoing currently funded projects.

The New York State Department of Health (NYSDOH) AIDS Institute (Al) requests approval to continue supporting programs at Sexually Transmitted Disease (STD) clinics in four (4) upstate counties. These four (4) counties, Erie, Monroe, Onondaga and Westchester, prescribe pre-exposure prophylaxis (PrEP) and PrEP supportive services to vulnerable populations at high risk of contracting HIV/AIDS. In New York State (NYS) outside New York City (NYC), these counties are among those with the highest incidences of HIV and other sexually transmitted infections (STIs). This funding will ensure continued access to PrEP for at-risk individuals in these areas and expand the scope of sexual health services delivered in these county clinics.

This pilot program has demonstrated that STD clinics can successfully engage priority populations and provide PrEP to individuals at high risk of acquiring HIV. This model ensures that patients whose HIV status is unknown, are tested for HIV, and if negative, assessed for PrEP. When appropriate, PrEP is prescribed according to NYSDOH guidelines. PrEP services include initial and follow-up testing, evaluations and adherence support. These services are resource intensive and beyond the Article 6 mandated requirements for STD clinical services.
