Single Source Procurement: WIC Training Services

Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, material, and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Division of Nutrition, has made a determination to issue funding to Cicatelli Associates, Inc. (CAI) in the amount of $851,310.45 for a period of one year, 3/1/20 – 2/28/21. CAI provides training services to more than 1,700 WIC Local Agency staff, WIC Vendor Management Agencies, and State staff. Training is an essential component of the WIC program which builds a foundation for consistent program operations. The recent implementation of a new Management Information System (NYWIC) to issue electronic benefits has dramatically changed the WIC program and requires significant retraining of staff to effectively use NYWIC. CAI has a proven track record and the infrastructure to continue to provide the required training while also having several new trainings in various phases of development as well as other curricula being updated for policy changes resulting from the implementation of NYWIC.
