Single Source Procurement: New York State Smoker’s Quitline

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The Department of Health, Division of Chronic Disease Prevention, Bureau of Tobacco Control is amending the existing contract to change the price of Deliverable 4 in the New York State Smoker’s Quitline contract #C031897 with Roswell Park Cancer Institute to accommodate a doubling in price to ship Nicotine Replacement Therapy (NRT) medications to eligible New Yorkers. The value of the contract will not change. An amendment to the contract beginning May 1, 2019 for Year 3 and continuing for the duration of the contract is being incorporated to accommodate the shipping charge increase.
