Single Source Procurement: Vital Access Provider Technical Assistance

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The Office of Health Insurance Programs is in the process of drafting a new RFP to reprocure these critical services. Without an extension to the current contract, there would be a gap in services, putting the Department at risk of losing federal funding on hundreds of millions of grant funds for healthcare entities. This lack of funding could result in the instability of facilities, a reduction in the overall quality of health care, and a lessening of community access to the appropriate levels of care.
