Single Source Procurement: HIV/AIDS Surveillance Project

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. Current surveillance procedures require laboratory and physician reporting of HIV/AIDS to NYSDOH. As per Public Health Law, Section 786, eleven (11) counties, including Monroe County, and the New York City Department of Health and Mental Hygiene, have established HIV/STD disease intervention programming (also known as Health Department Partner Services) and possess the authority, along with New York State, to implement disease investigation activities within their jurisdictions.
