Single Source Procurement: Harm Reduction/Syringe Exchange Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Harm Reduction/Syringe Exchange Program has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.

The New York State Department of Health (NYSDOH) AIDS Institute (AI) is proposing to add funds to its contract with AIDS Community Resources, Inc. (ACR) (C33400GG) in order to address instances of hepatitis A (HAV) in central New York among homeless individuals and people who inject drugs (PWID). The region began seeing new cases in summer 2019. By early fall 2019, the numbers of individuals infected with HAV, including people who were also co-infected with the hepatitis C virus (HCV), were increasing alarmingly. In January 2020, the NYSDOH formally declared it an “outbreak.”
