Cancer Surveillance, Education and Control / Division of Chronic Disease Prevention

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

Description: The continued implementation of this initiative will maintain the high quality of the NYSCR and help keep pace with inflation; expand the use of cancer registry data to further knowledge regarding the burden and causes of cancer and to enhance understanding of the root causes of disparities in cancer diagnosis, treatment, and survival; enhance the quality of and access to user-friendly information about cancer, cancer risk factors and modifiable chronic disease risk factors for the general public; and ensure that high quality comprehensive chronic disease and cancer education, early detection (cancer screening), prevention and treatment services are available throughout New York State. A competitive process is not planned because Roswell Park is the single source grantee for the scope of work through September 29, 2028, with OSC approval for a five-year renewal for the next five-year period which ends September 29, 2033.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
