Single Source Procurement: Comprehensive Family Planning Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Comprehensive Family Planning Program has made a determination to issue a Single Source Procurement to 42 eligible grantees to support ongoing currently funded projects.

The New York State Comprehensive Family Planning and Reproductive Health Program (CFPP) delivers comprehensive family planning and reproductive health services to low-income, uninsured, and underinsured individuals of reproductive age. Services are delivered through a network of organizations that operate 165 family planning clinics in high-need communities across the state and serve approximately 300,000 individuals annually. Provision of comprehensive family planning and reproductive health services prevents unintended pregnancy, allows individuals to achieve their desired birth spacing and family size, and contributes to improved health outcomes for infants, children, women, and families.
