The purpose of this General Information System (GIS) message is to instruct local departments of social services (LDSS) on how to process inquiries from other states regarding a Public Assistance Reporting Information System (PARIS) match for a NY State of Health Medicaid consumer.

PARIS is a system for matching data from certain public assistance programs, including State Medicaid programs, with selected Federal and State data for the purposes of facilitating appropriate enrollment and retention in public programs. The New York State Medicaid program is required to match its files against PARIS data pursuant to federal regulations. PARIS data matching also insures the integrity of public assistance programs through detecting and deterring improper payments. All 50 states, the District of Columbia and Puerto Rico use PARIS to match recipients of public assistance to help determine if any recipient is receiving benefits in more than one state.

Through the PARIS process, data about New York State Medicaid beneficiaries is transmitted to the Federal PARIS site. This includes data about NY State of Health Medicaid consumers who have a verified Social Security Number and have active enrollment in Medicaid through NY State of Health.

Since local district investigators are listed as the contact on the PARIS submission records, local districts may receive inquiries from other states regarding a PARIS match for a NY State of Health Medicaid consumer. If a local district investigator should receive a call from another state regarding a PARIS match for a NY State of Health Medicaid consumer, the local district investigator should refer the matter to their local district liaison, by email or by calling 518-473-6397. The local district investigator should give the local district liaison all information received from the other state. As a reminder, all demographic information must be encrypted when emailing. The district liaison will process inquiries regarding PARIS matches for NY State of Health Medicaid consumers and coordinate appropriate action or reply to the other state’s inquiry.
